Inbound foreign direct investment is declining an alarming rate, casting shadows on the nation's viability as an industrial powerhouse in Northeast Asia.

The fall needs to be arrested quickly and a return is needed to its past peak level in the neat future. The amount of money that multinational corporations bring into the nation this year to start new business or expand their existings operations is projected to drop to $1.2 billion. That looks too small when compared with $10.6 billion in 1999 and $10.2 in 2000. In the aftermath of the Asian financial crisis, the nation had to increase FDI by all means possible as a major source of foreign currencies, which it desperately needed to replenish the finace minister and

other high ranking officer pleaded to chief executive offlcers of multinational corporations to invest in the nation. Their efforts paid off as the figures showed. If the nation badly needed FDI to fight the financial crisis, it needs it just as much new for different reasons. FDI is vital to create jobs, boost econmic recovery and supplement domestic corporate investment in raising the nation's growth potential. Many of the multinationals investment inraising the also bring in advanced managerial skills and technology to produce high-end products. The spillover

from them benefits domestic corporations. These textbook benefits are not the only reasons why the nation needs the increasing presence of multinational corporations in its business activities. Of greater importance are their potential corporations to the efforts to establish the nation as a business hub in Northeast Asia. The nation cannot become a powerful regional player if it is shunned as a potential host for multinational corporations'

regional headquaters for production, research and development. But the reality is woefully disappointing. only seven multinationals set up regional march 2003, compared with 46 in Singapore, 44 in Hong Kong and 29 in China. There may be no easy answers to why the nation is performing so badly. But there is no arguing that one major obstacle is the extremely adversarial relationship between labor and management.

The liberalization of korea's legal industry is crucial if Korea is to become an important financial and economic

center for the North East Asian business community, according to a member of the British government visiting

Seoul this week to meet with government and industry leaders. "If Korea is to attract the foreign investment that

it hopes to n the months and years ahead, it is key that it has lawyers both local and international that can

serve its economy and the multi-national that it hopes to attract as well as sere its consumers in a global

market," David Lammy mP, undersecretary at the Department for Constitutional Affairs said, "Therefore liberalizing

its legal services is key to that endeavor and it should move to do so as it can" Lammy pointed out that korea

is ambitious in seeking to be an economic powerhouse in Northeast Asia and that the UK government supports

Korea in that endeavor. "Clearly the UK believes in liberalization." Lammy said. "We have international firms both

in the UK and mainland Europe that hope to seek and do business in Korea in the future." With regard to Korea's

ambitions to the financial hub of North East Asia. the undersecretary also emphasized that Korea will clearly be

looking at what's going on in other places. With looking at what's going on in other places. With other countries

in the region making progress, Lammy said it's important for Korea to take steps to liberalize its legal services.

China for example, Beijing and Shangal and Japan has also new moved forward with liberalization, the British

politician said. "Clearly Korea finds itself amidst all of that and understands the need to move forward."

Lanny added. "Our position in the UK is that this is a good thing." Although the modernization of the legal sector

might cause some to worry about the loss of jobs, Lammy eased fears, by pointing out that business will be

attracted to Korea because of improved support services. "When I qualified as Lawyer in the early 1990s,

everyone was nervous about foreign law firms opening up in London and taking all the business," he added.
